A solid 6-foot panel is a sail. Nor'easter gusts push on 96 square feet of surface for every 16 feet of run, so we widen footings and shorten post spacing on exposed lots. Cold makes the boards less forgiving, so a snowbank shoved hard against a panel can split a board that summer would have let flex.

Yes, when the posts are built for it. Panels are rated for high winds, but a solid fence transfers that entire load into the footings. The failures we get called to fix are almost always shallow concrete, not broken panels. On open lots we shorten post spacing.
Wood takes stain and can age into a weathered finish. Vinyl needs no refinishing. Compare quotes for the same height, layout and gates, and consider the upkeep you are willing to do. The material alone does not determine the lifetime cost.
Only from impact. PVC stiffens in cold, so a plow ridge pushed against a panel or a shovel edge can split a board in January that would have flexed in July. Temperature alone breaks nothing. Where layout allows, we keep fence lines clear of plow paths.
