The material read
Pressure-treated pine is the workhorse here, and cedar stays straighter over a 6 ft board. Solid fences hold snow against themselves, so the bottom board sits an inch or two off grade. Frost heave is the real enemy: a post carrying a solid panel has to sit below 48 in or the run goes wavy by its second spring.

Fifteen to twenty-five years, with cedar at the upper end and pressure-treated pine in the middle. Solid panels stay damp longer than open styles, because one face of every board sits against a rail. Re-sealing every three to four years matters more here than anywhere.
It reduces noise, it does not remove it. A solid 6 ft fence takes the edge off traffic and neighbor sound, mostly by blocking the direct path. If cutting road noise is your main reason for fencing, a mass-loaded acoustic assembly does far more.
Six feet is the common cap for rear and side yards, but it is set by local bylaw rather than state law, and front-yard limits are usually lower. Some towns also want the finished side facing out. We read your bylaw at the site visit.
